In 1991, New Mexico Senator
Jeff Bingaman proposed legislation to establish the "United States-Japan
Industry and Technology Management Training Act" (JITMT). The Act
provides funds for the purpose of "preparing scientists, engineers, and
managers to learn from their Japanese counterparts by being able to work
closely with them throughout their careers in government or industry."
To fulfill JITMT's mission the New Mexico US-Japan Center (NMJC) was established
in the Fall of 1992, joining a select group of eleven other JITMT
Program Centers nationwide.
New Mexico hosts one of the nation's greatest
concentrations of research and development resources. The state is
home to three federal laboratories: Sandia, Los Alamos and Phillips.
New Mexico based organizations spend over 3 billion dollars annually on
R&D, and New Mexico ranks fourth nationally in both federal R&D
expenditures and university research funding. New Mexico's facilities,
expertise, and performance indicate the State's commitment to R&D
leadership
and make it an ideal location in which to develop a workforce capable of
meeting the challenges of the global marketplace.
The Center's
goals are:

To place
scientists,
engineers, and managers of technology in Japanese research, manufacturing,
and policy environments.

To coordinate
education, training, and research on Japanese management of technology
and US-Japan relations, trade, and security
issues.

To communicate
relevant information to local, regional and national government, industry
and academia.
In January 1998, the Center, supported under the
U.S.-Japan Center of the University City Science Center of
Philadelphia, joined the Asian
Technology Information Program, a New Mexico based non-profit
organization founded in 1994 to increase the timely and accurate
understanding of Asian science and technology trends and developments,
with offices in Albuquerque and Tokyo.

The New Mexico US-Japan Center works
to maintain New Mexico's reputation as a technology leader by providing
students and professionals with opportunities to gain skills needed to
carry New Mexico's technological leadership into the 21st
century.
The Center supports teaching and outreach at the University
of New Mexico and New Mexico State
University
and cooperates with the University of Texas
at El Paso. The Center also collaborates with numerous federal
and state government organizations as well as various Japanese organizations
to educate scientists, engineers and technology managers about business
and technology management in Japan.
